California Seller of Travel & Funds Protection
Updated September 30, 2026 · Planning and account services; no online supplier booking or payment
This review uses the agency’s California Department of Justice registration letter dated July 14, 2026 and its accompanying certificate. Documentary verification is not a live registry or surety-status check.
1. Registration shown in the supplied certificate
GLOBUS TRAVEL AND TOURS · CST #2154722-50. The supplied letter states a registration period of August 3, 2026 through August 2, 2027. The certificate identifies participation in the Travel Consumer Restitution Fund and a consumer funds protection bond. Registration as a seller of travel does not constitute approval by the State of California.
2. Bond disclosure must be completed before sales
The letter describes a bond in lieu of a trust account. The bond issuer, current amount, effective status and adequacy are not established by that certificate. The required transaction-specific bond statement cannot be finalized until those details are verified. This website accepts no funds; it must not be published as a completed payment disclosure. Bond coverage is not a promise that every traveler loss is insured.
3. California-purchase restitution notice
For an eligible purchase made from within California with a qualifying registered, participating seller, the California Travel Consumer Restitution Fund may provide restitution for covered unpaid travel refunds. It is not general travel insurance. Eligibility depends on the facts of the transaction and the statutory conditions.
A qualifying loss must exceed $50. The fund payment is limited to the amount paid on the passenger’s behalf, up to $15,000 per passenger. File within one year after the scheduled completion of travel. A $35 claim-processing fee applies; TCRC describes when it is refundable. Supporting records are required, and credit-card payments require evidence of a requested chargeback. Filing can affect other civil remedies, including the statutory waiver associated with a TCRF claim; review that consequence before electing the fund procedure. GLOBUS does not require that waiver simply to book or complain.
4. Where to obtain claim information
Travel Consumer Restitution Corporation (TCRC): 13 Dean Way, Chico, CA 95926; (530) 809-4220. Use the official TCRC website for the current claim procedure and eligibility. TCRC decides claims independently; GLOBUS does not promise approval. Current links are provided below. The postal address in older state sample language differs from the address currently published by TCRC; this draft uses the TCRC address.
5. Purchases from outside California
A transaction purchased from outside California is not covered by the California Travel Consumer Restitution Fund. The applicable location-based disclosure must be given in writing and orally before or at receipt of payment where required. Use the purchaser/payment location required by the rule, not an assumption based only on citizenship or mailing address. For mixed-location or third-party payments, determine the applicable treatment before charging.
6. What every booking needs
Before payment, the final itinerary/receipt must include the seller’s identity and contacts, provider and itinerary details, total and paid amounts, balance and future-payment dates, purpose of payments, specific cancellation conditions, prompt-refund notice, completed bond information and the applicable restitution notice. A link to a general footer page is not a substitute for the required transaction disclosure.
California membership classification — sales remain closed
Paid enrollment, renewal and related credit sales remain closed pending documented classification under California Business and Professions Code section 17550.27 and, if applicable, discount buying service requirements. Describing this offer as planning or concierge services does not establish an exemption. Required bonding, disclosures, fee restrictions and operational controls must be satisfied before any covered offer is sold.
If section 17550.27 applies, a purchaser may cancel and obtain a full refund of consideration for the pending term within five business days after purchase or renewal, or receipt of the required disclosure, whichever is later, and at any time based on the seller’s misrepresentation or violation of the article. Applicable mandatory rights take priority over the proposed voluntary 14-day no-use benefit and any after-use schedule. A use condition does not restrict a nonwaivable cancellation or refund right.
This is a conditional sales gate, not a finding of exemption, approval by counsel or permission to activate the displayed prices. The reviewed commercial amounts remain proposals; no payment is accepted in this build.
